PROBLEM TO BE SOLVED: To efficiently perform communication by making a system an ATM cell about a mobile communication system such as an automobile telephone, a portable telephone, etc., a base station, a mobile exchange and a mobile communication controlling method. SOLUTION: In a system which includes plural mobile terminals 11 to 1k , base stations 21 to 2m and mobile exchanges 31 and 32 and connects the exchanges 31 and 32 to a general exchange network 4 and to which a general telephone terminal 6 is connected via the exchange 4, the exchanges 31 and 32 are provided with a message box part 5 which processes an ATM cell, make speech information and control information an ATM cell and perform ATM transmission between the terminals 11 to 1k and the stations 21 to 2m , and between the stations 21 to 2m and the exchanges 31 and 32 . |
