PROBLEM TO BE SOLVED: To provide a rotational phase controller of a drum capable of stably controlling the phase of the drum even when a video signal is being compressed. SOLUTION: The rising edge of a reference pulse signal S71 for the capstan servo is detected by a rising edge detector 72, and when the pulse of a pulse signal S69 is detected at the first time after this rising, the counting value of a pulse counter 59 is reset. When this counted value is 0 or a multiple of 5, a pulse signal 64 is outputted and the measuring operation in a phase error measuring device 62 is carried out. The phase error between the pulse signal S64 and an objective phase signal S63 is detected by the phase error measuring device 62 basing on a reference pulse signal S80 for the drum servo as reference.
