The valve housing (8) has a boiler and contains a stator (6) with an associated rotor (9). The valve housing has connections in the stator and rotor. There are connecting holes and connecting ducts for the water-inflow to the boiler (12), to the water-inflow to the pressurised compartments for venting the boiler and for providing pressure. The rotor sits on the stator and is sealed by pressure. The valve housing is positioned on a preliminary dispenser container. The stator has a dip-pipe (25) protruding into the boiler or preliminary dispenser container.
