PROBLEM TO BE SOLVED: To effectively utilize an communication capacity between two stations by managing flexibly the line capacity to be set to a common signal line. SOLUTION: A traffic amount detection means 3a of an exchange 3 detects a traffic amount of a common signal line 2 between exchanges 3, 4. Based on the traffic amount detected by the traffic amount detection means 3a, a line capacity revision decision means 3b discriminates whether or not the revision of the line capacity set to the common signal line 2 is required and when the revision of the set line capacity is required, the means 3b decides the line capacity to be set newly to the common signal line 2. When the revision of the set line capacity is required, a line capacity revision execution means 3c revises the setting line capacity of the common signal line 2 based on the decided new setting line capacity. |
