PROBLEM TO BE SOLVED: To simplify transfer and reception processing and to prevent illegal actions. SOLUTION: A user U gets a signed utilized permit L from a registration institute T based on personal reference and the U sends the permit L to a bank B. The B verifies the L and sends a check C signed by an issue number Rc, a public key PkU of the U and 2 secret key of the B corresponding to an issue request amount W and the U sends the C to a receiver V. The V verifies the C and returns that utilization permit to the U and the U verifies this permit and sends it to the V after signing its public key PkU, the C and the transfer amount Wp with the secret key of the U. The V verifies the transfer signature and sends the C and the transfer signature to the B in the case of demand and the B verifies them and executes a demand means.
