摘要 <p>PROBLEM TO BE SOLVED: To obtain a high coding efficiency by interpolating an interleaved scanning line of an interlace image signal, converting the interpolated signal into a 1st progressive image signal and coding a 2nd progressive image signal. SOLUTION: A progressive converter 2 applies motion compensation interpolation to an interleaved scanning line of an interlace signal to convert it into a 1st progressive image signal with a double density successive scanning structure. The 1st progressive image signal is sub-sampled into 2/3 by a vertical sub-sampler 3 to obtain a 2nd progressive image signal with 720 scanning lines. The 2nd progressive image signal is coded by a progressive image coder 4. The coding is coding corresponding to a non-interlace signal such as the MPEG 1 with an increased coding frame rate of 60 frames/sec. The 2nd progressive image signal is a compressed code string and it is outputted from a code output terminal 5.</p>
