PROBLEM TO BE SOLVED: To prevent a reception-side buffer from overflowing or underflowing by entering a transport stream TS from an encoding device into a memory in its arrival order, and reading it in the storage order and multiplexing it. SOLUTION: Input parts 22A to 22N enter TS packets in pieces D4A to D4N of input information from encoding devices 7A to 7N into 1st memories 23A to 23N in the arrival order. Then data quantity detecting circuits 24A to 24N measure those TS packets and return discrimination signals 13, according to a rear signal S12 of a read circuit 31. A recognizing circuit 32 recognizes the input order of the input parts 22A to 22N and enters respective input part information r signals S15 into a 2nd memory 35, together with specific added write addresses. Then a multiplexer 37 reads the packets of the input part information S15 in the memory 35 out in the writing order and multiplexes them. Consequently, delay times accompanying the multiplexing process are held constant by the packets, and the buffer quantity on the reception side is adjusted. |
