IMAGE ENCODING METHOD AND DEVICE

PROBLEM TO BE SOLVED: To provide an image encoding method with less encoding degradation and a device therefore which controls a generation bit of encoding in accordance with the difficulty of image encoding. SOLUTION: A rate controlling part 3 decides quantization width from a target bit rate, a response coefficient T and a generation bit error that is calculated in a GOP unit, also sets the upper bound value and the lower bound value of generated sign quantity per picture, corrects the q- scale value for every picture to be within the upper bound value or the lower bound value, sends it to a basic processing part 1 and controls a generation bit number and image quality.
