PROBLEM TO BE SOLVED: To improve mounting workability, sealing performance and durability by coating both faces or one face of a separating plate with a foam rubber layer. SOLUTION: Both upper and lower faces of a separating plate 1 made of a steel plate are coated with foam rubber layers 2 over the whole surface. In order to improve surface pressure dispersibility and a stress relaxing property, the expansion ratio of rubber is made three times or less, and the thickness of each rubber layer 2 is made 250μm or less. The rubber layer 2 contains a large number of bubbles 3 and has large elasticity or extensibility. In the mounted state of the plate 1, the rubber layers 2 are brought into direct contact with housings 24, 25 of a valve body 23 and elastically deformed by bolt fastening. Even in a place of coming in contact with only one housing of the valve body 23 and receiving pressing force from only one side, surface pressure distribution is excellent, and a sealing property can be improved. Even in the case fluctuation caused by the difference of thermal expansion coefficients is generated to the body 23 and the plate 1, no crack is generated to the rubber layers 2 so as to improve durability.
