PROBLEM TO BE SOLVED: To easily establish optical frequency arrangement by determining the arrangement by using characteristics of the transmitting and receiving devices of a satellite terminal during respective use phases, so as to store the characteristics of the transmitting device and receiving device of the satellite terminal during an execution phase and establish the time limit of a communication before establishing a connection. SOLUTION: In the execution phase 5, a 1st identification code 7 is supplied to a transmitting laser 6, and a 2nd identification code 10 is supplied to a local oscillator laser 9. Variable tuning characteristics 8 and 11 are determined by the transmitting laser 6 and local oscillator laser 9. Consequently, an obtained data set is stored in a characteristic number storage device 13 of a 1st laser in a common data storage device 12 and a characteristic number storage device 14 of a 2nd laser. So that the characteristics of the transmitting and receiving devices of the 1st and 2nd satellite terminals 17 and 18 during the execution phase 5 and the time limit of a communication is established before a connection is made, corresponding channel arrangement is determined by using the characteristics of the transmitting and receiving devices of the satellite terminals 17 and 18 during respective use phases 15. |
