PROBLEM TO BE SOLVED: To quicken an arithmetic operation speed by retrieving whether or not an object is in existence while skipping blocks by N blocks each around an end of each block without retrieving all pixels in the case of dividing a shape adaptive area. SOLUTION: A shape adaptive area division section 21 is provided in a VOP generating section 10 and a reduction position of an information amount is decided based on a position where a contour line of an object video image of a VOP is in existence while moving a lateral axis and longitudinal axis grid start point of a macro block. A position at which number of macro blocks having a contour line of an object is minimum is decided at the reduction position of the information amount for the optimum lateral axis and longitudinal axis grid start point. The decided optimum lateral axis and longitudinal axis grid start point is outputted to a shape information coding section 17. A coding section 17 re-forms a macro block based on the optimum lateral axis and longitudinal axis grid start point outputted from the shape adaptive area division section 21 to encode shape information of the object and gives the result to a multiplexer 18. |
