摘要

The mode data of a block to be encoded are predicted from the mode data of an encoded block in the circumference of the block and encoded by using a code word table which is switched in accordance with the hit rate of the prediction. On the code word table, the lengths of the code words of the encoding mode having higher hit rates are made shorter.
