This invention is a tubular surgical cutter (10) having two concentric cutting tubes (12, 14) with a conical or tapering cutting chamber (26) along substantially the entire length of their cutting apertures (24). Tissues which are drawn into the chamber and severed are quite easily drawn proximally for aspiration, substantially reducing the likelihood that the tissue will clog the cutter. The inner cutting tube may have an orifice which is smaller than that of the outer cutting tube limiting the size of the tissue fragments entrained within the cutting chamber.
