PROBLEM TO BE SOLVED: To make oil stain difficult to stick by a method wherein a surface layer containing a photocatalytic particle, silicone, and water repellent fluororesin is formed on a surface of a base material. SOLUTION: A surface layer containing a photocatalytic particle, silicone, and water expellent fluororesin is formed on a surface of a base material of an antifouling plate base material. When light capable of optically exciting a photocatalyst is radiated, in at least a part of silicone exposed to the open air an organic group bonded to a silicon atom in a silicone molecule is partially substituted by a hydroxyl group by photocatalytic action to present a hydrophylic property. A structure wherein both of a part in which the silicone is exposed to the open air to represent a hydrophlic property, and a part in which the water expellent fluororesin is exposed to the open air to represent a water repellent property are microscopically dispersed on the surface, is obtained. Further, under the presence of the photocatalyst, amorphous silica keeps perpetually the hydrophylic property according to photoexcitation, a structure wherein both parts in which hydrophlic property and water repellent property are respectively presented are microscopically dispersed on the surface is maintained, and a hydrophylic deposite and a hydrophobic deposite are not fixed to a surface of the component. |
