PROBLEM TO BE SOLVED: To automatically and accurately inform the get-on and -out condition of a passenger on a vehicle in a short time without requiring manpower. SOLUTION: A host machine 3 has a communication area set to establish communication between the host machine 3 and a sub-machine 5 held by a passenger when the passenger passes near the gateway of a vehicle. The sub- machine 5 is provided with a memory 27 to store the get-on and -out condition of the passenger who holds the sub-machine 5 and a sub-controller 29 to rewrite contents stored in the memory 27 from a current get-on and -out condition into a reverse condition when communication is established between the host machine 3 and the sub-machine 5.
