PROBLEM TO BE SOLVED: To provide a dynamic image coder/dynamic image decoder in which an image which high quality is obtained by eliminating image distortion due to difference from a frame rate in the case of coding/decoding a component area of a dynamic image at a different frame rate. SOLUTION: When a background interpolation discrimination section 107 discriminates that a visual effect is obtained by background interpolation due to a large movement of a component area in low and high-order layers, a controller 103 controls a switch 104, based on the area information of the component area in the low-order layer to conduct the background interpolation. A weight average section 106 uses the interpolated background to calculate the weight average of the high-order and low-order layers to generate an interpolated image. Then the prediction coding/decoding of the high-order layer is conducted by using the interpolated image. Conversely, when it is discriminated that the component area has not moved so much and no visual effect is obtained by background interpolation, an output of an interpolated image generating section 105 is used to composite the background and to generate the interpolated image. Thus, shape information for the background interpolation is reduced, and high image quality is attained. |
