A tubular shaped device for insulating an electrical component such as, but not limited to a dry film capacitor. Along one edge of the device is a rectangular shaped output for receiving radially extending leads of the electrical component. The electrical component is secured within the device by spreading the device open, placing the electrical component within the spread-open device, positioning the leads of the electrical component within the output and finally permitting the device to onece again assume its tubular shape.
