PURPOSE:To minimize the separation of characters due to slicing by deciding a slicing level which changes two-dimensionally and dynamically and slicing a video signal by said slicing level for quantization. CONSTITUTION:A character 11 on the paper 10 is supplied optically to a CCD sensor 13 through a lens 12. An analog video signal is delivered from the sensor 13 and amplified by an amplifier 14. The amplified video signal is supplied to an A/D converter 15 to be digitized. This digital video signal is turned into a two- dimensional form by a two-dimension conversion circuit 16, and a slicing level decision circuit 17 sets a slicing level from the two-dimensional video signal and delivers the slicing level. The video signal delivered from the circuit 16 is sliced by the slicing level delivered from the circuit 17 and the sliced again by a slicing circuit 18 to be quantized.
