PURPOSE:To simplify the switching operation between the action and the release of stoppers in correspondence with the lock and lock release of an operating lever independently of the attitude of a wheel installation member by the urging with the operating lever and a spring installed between the stoppers in relative swing with the operating lever. CONSTITUTION:An operating lever 14 for stoppers 10 and 10 is installed in relative swingable ways for the stoppers 10 and 10, and a spring 15 for swing- urging the stoppers 10 and 10 in interlocking with the operating lever 14 is installed. Therefore, in correspondence with the lock position or the lock releasing position of the operating lever 14, the switching between the action state and the action releasing state of the stoppers 10 and 10 can be carried out in simple ways by operating the operating lever 14 only one time, independently of the attitude of a wheel installation member 6. Therefore, the efficiency in the work for permitting and suppressing the wheel rolling can be improved.
