PROBLEM TO BE SOLVED: To obtain the subject cooling medium comprising a water-in-oil type oil emulsion containing a polyorganosiloxane having a specific viscosity and capable of giving sherbet-like ices not frozen during a cooling process and excellent in flowability. SOLUTION: This cooling medium comprises a water-in-oil type oil emulsion containing (A) a polyorganosiloxane having a viscosity of 5-200cSt at 25 deg.C and a pour point of <=-20 deg.C. The emulsion comprises 100 pts.wt. of the component A, (B) 0.01-20 pts.wt. of a surfactant, especially an anionic surfactant, concretely a taurine salt derivative such as N-lauroyl-N-methyltaurine sodium salt, (C) 10-200 pts.wt. of water and (D) a water-soluble thickener in an amount of 0.005-10wt.% based on the component C.
