PROBLEM TO BE SOLVED: To attain large scale integration of a home network including 1394 buses and its diversity by sending information data including header or channel information with a layer packet corresponding to IP address information to a destination terminal equipment upon the receipt of a reply message. SOLUTION: A VC(virtual connection) for transmission of an IP packet is set between a guide server 102 and a cell switch router 103. When the guide server 102 detects it that a ATM connection for a solution ATM address has already been set, the server 102 sends an IP packet via the VC. The cell switch router 103 receives the IP packet via a default VC. When an IP processing section of the cell switch router 103 confirms it that the received IP packet is for a video terminal equipment 106, the cell switch router 103 conducts routing according to an internal IP routing table to decide an output physical port.
