PROBLEM TO BE SOLVED: To continue communication without giving any effect to an application when a communication line is disconnected due to communication fault. SOLUTION: An MS Manager part 205 is connected to other devices via a communication line when a communication connection request from an application to other devices arrives. An MS part 204 notifies the application of a control handle instead of the handle of the communication line. The part 204 converts the control handle that is added to information into the handle of an actual communication line and sends it when the application sends the information, and also converts the handle of the actual communication line into the control handle and delivers it to the application when other information is received from other devices. When the communication line is disconnected by faults, etc., the part 205 is connected to other devices via other communication lines. The part 204 resends information if the information that is not received by other devices exists due to disconnection.
