PROBLEM TO BE SOLVED: To provide a device and a method for distributing moving images provided with a function for efficiently referring to a specified scene inside a moving image file and retrieving/reproducing a moving image scene dispersed in one or plural moving image files by optional retrieval conditions. SOLUTION: In a scene information storage means 4, a scene number, the time codes of start/end frames, a key word relating to the scene and a moving image file name are inputted beforehand. Scene information stored in the scene information storage means 4 is retrieved by using a scene retrieval means 5 and the scene number of a desired scene is extracted and stored as a scenafio. After the order change of the extracted scenes and the elimination of unrequired scenes are performed by a scenario editing means 8 as needed, moving image data stored in a moving image file storage means 2 are transferred from a server to a client and reproduced in the order of the scene numbers stored in the scenario.
