PURPOSE:To obtain a costless device easy to be formed into integrated circuit causing no erroneous operation of other circuits or deterioration of a video by constituting the device so that a DC potential is superposed only on a video signal component and that a limitter circuit limits a signal of high potential to a white signal level. CONSTITUTION:A DC adding circuit 15 adds the output 14 of a video amplifier 13 with an output signal 11 from a DC potential control circuit 10 in terms of DC, and transmits an output signal 16 to a clamping circuit 17. The circuit 17 clamps this signal 16, outputs an output signal 18 to the limiter circuit 19, and an output signal 20 from the circuit 19 is transmitted to a buffer amplifier 21. The limiter circuit 19 is a circuit to suppress an output signal 18 whose level is higher than a prescribed DC level outputted by the clamping circuit 17, also, the buffer amplifier 21 amplifies said signal to a regular level in order to output a composite color video signal to other equipment, and outputs an output signal 22 with a low impedance.
