PROBLEM TO BE SOLVED: To easily perform breakage and removal of snow and ice by burying infrared ray ceramics emitting an infrared ray in a curbstone for a road at an inclination. SOLUTION: Infrared ray ceramics 4 in a curbstone for a road 3 is arranged along a face S having an inclination ofαto a straight line vertical to a road face on a side face facing the side of the roadway 1 of the curbstone 3. The curbstone 3 is set on the boundary between the roadway 1 and a sidewalk 2, and infrared ceramics 4 is connected to a power source and a controller by an energizing cord 5. Temperature of snow and ice brought into contact with the curbstone 3 is increased by an infrared ray which the infrared ray ceramics 4 emits, breakage strength is abruptly lowered, and breakage and removal are easily performed by a bulldozer. Thereby snow and ice accumulated near the curbstone 3 can be easily broken and removed.
