PROBLEM TO BE SOLVED: To easily grasp a proper joining timing by setting speed guiding information of a vehicle on a joining lane based on information from a main lane vehicle information detecting means and a joining lane vehicle information detecting means and transmitting this to the vehicle on the joining lane so as to facilitate speed adjustment in the neighborhood of a joining area. SOLUTION: The main lane vehicle information detecting means 1 is provided on a main lane in the neighborhood of the joining area where the main lane and the joining lane join each other to measure the position, speed and acceleration of the vehicles traveling on the main lane. The joining lane vehicle information detecting means 2 is provided for the joining lane in the neighborhood of the joining area to measure the position, speed and acceleration of the vehicle traveling on the joining lane.
