PROBLEM TO BE SOLVED: To reduce power consumption by stopping at least either of a conversion of an A/D converter section and a write operation to an image memory section in the case that an image not being an object of coding is received. SOLUTION: In the case that an input image from a video camera 1 that is not an object of coding, an image coding section 5 informs it to switches a7, b8 that the image is not an object of image coding by an image coding instruction signal 9. The switch a7 interrupts a timing signal 6 to stop the conversion of an A/D converter section 2 and the switch b8 interrupts an output of the A/D converter section 2 to stop the write operation to an image memory section 4. Thus, in the case that an image not being an object of coding is received, the power consumption is reduced. |
