SOLUTION: A circular quantity regulating coating applicator 3 is fixed and coating is executed on the cylindrical base material 1A from its top end while base material is moved upward in an arrow direction along a central line Y. The coating liquid 2 is sent to a coating liquid distributing chamber 7 from coating liquid 2 supply sections 6A and 6A' by a liquid feeding means consisting of a liquid feed pump 6-1 and liquid feed pipe 6-1' and a liquid feed pump 6-2 and liquid feed pipe 6-2' from a coating liquid tank 2 disposed outside in order to supply the coating liquid 2 to the hopper coating surface 4 of the circular quantity regulating coating applicator 3. The coating liquid of the excessive component unnecessary for coating, i.e., the difference from the liquid feed rate, is returned to the tank 5. The coating liquid film of 3 to 50μm is formed over the entire peripheral surface of the cylindrical base material 1A and the fluctuation rate of the dry film thicknesses is confined to <=20%.
