PROBLEM TO BE SOLVED: To obtain a solidifying material for waste superior in species holding capability and resistivity in water by containing blast furnace water crash slug, hardening stimulating agent, wetting prevention agent, fine powder and dispersing agent. SOLUTION: Blast furnace water crash slug with plane relative surface area of ca. 2000cm<2> /g or higher is used. As the hardening stimulating agent, alkali metal hydroxide, alkali metal carbonate, alkali earth metal hydroxide, etc., of ca. 0.2 to 20wt.% for the total of the blast furnace water crash slug and fine powder is used. For the wetting prevention agent, agar, agarose, amylopectin, etc., of ca. 0.05 to 10wt.% for the total of the blast furnace water crash slug and fine powder is used and the grain size should be ca. 100 mesh or lower. For the fine powder, silicafume, fly ash, silica sand, etc., of ca. 2 to 50wt.% for the blast furnace water crash slug is used and the average grain size should be ca. 10μm or lower. For the dispersing agent, high molecule having carboxylic acid group or their salts in molecules of ca. 0.1 to 10wt.% for the total of the blast furnace water crash slug and fine powder is used. By this, a solidifying material superior in strength and water resistivity can be obtained.
