A highly damping rubber composition having a small elastic modulus and good damping performance, breakage characteristics and the like is provided, which comprises a petroleum resin (15 to 60 parts weight) and a fine grain carbon black and silica, a sum of which amounts to 60 to 95 parts weight, the three components being blended in rubber (100 parts weight) containing a natural rubber and/or isoprene rubber (at least 50 parts weight), a part weight ratio of the fine grain carbon black to silica being in the range of 95/5 to 75/25.
