The arrangement comprises vertical water-tight tarpaulins (16,18) placed along the floodable regions (10,12). The tarpaulins are fixed on their respective upper rims (30,32), and are loaded at their base-sides with removable weights. The weights are at least partially covered by the bottom edge section (60,62) of the tarpaulin. The weights are preferably connected to connecting elements (68,72,74) at the bottom of the tarpaulin. Eyelets (64,66) through which the connecting elements pass, are fitted to the bottom edge section.
