PROBLEM TO BE SOLVED: To provide the coding and decoding device in which security of coding and decoding systems is secured. SOLUTION: The coder 103 is provided with a coding processing means 106 applying coding processing to an input image and a coding decoding tool transmission means 105 that transmits a coding decoding tool configuring the algorithm of the coding decoding system so as to transmit coding data and the coding decoding tool, and also an erase tool transmission means 107 that transmits an erase tool denoting the delete method of the coding decoding tool, a coding decoding tool storage section 111 that receives image coding data and the coding decoding tool and stores the coding decoding tool, and a tool processing section 110 that processes the coding decoding tool, the tool processing section 110 uses the coding decoding tool to decode coded data. Moreover, the tool processing means 110 has a function of erasing the coding decoding tool based on the delete tool. |
