The invention discloses a rock-cutting tool including a sleeve equipped with cutting elements and supported on a shaft, the sleeve being separately rotatable and eccentrically arranged in relation to the shaft whereby, in use, rotation of the shaft imparts a radially oscillating motion on the sleeve. At least one adjustable counterweight is connected to the shaft and located within the sleeve. SPECS/S0008
