PROBLEM TO BE SOLVED: To improve productivity by applying an adhesive to carbon fiber bundles having a particular cross sectional area and a volumetric specific electric resistance coefficient and automatically adhering them at particular intervals on a supporting body. SOLUTION: A carbon fiber bundle has the cross sectional area of 0.2 to 80mm<2> , the volumetric specific electric resistance coefficient of 10<-4> to 10<4>Ω.cm, preferably 10<-2> to 10<2>Ω.cm. At the time of the manufacture of radio wave absorbing material, the interval of bundles 1 rewound from a bobbin 2 is restricted to 5 to 300mm respectively at the guide pin 3 and then taken into an adhesive tank 5. Next, bundles 1 coated with the adhesive are contacted to a roller 9 where an excessive adhesive is removed and aligned to an aligning board 10. Next, the bundles 1 are pulled by the aligning plate 10 and the bundles 1 are located on a supporting material of concrete panel of a surfacing material 11 to 13 placed upside down in advance. Then, the bundle 1 is attached to the aligning plate 14, the bundles 1 are pressed against the surfacing materials 11 to 13 while applying a tensioning force between aligning plates 10 and 14, and the bundles 1 are cut off by a cutting device 15. By doing this, the carbon fiber bundles can be easily adhered to the whole surface of the surfacing material at the predetermined intervals.
