PROBLEM TO BE SOLVED: To enhance phosphorus removing capacity by increasing an elution speed of metal ions by holding a first metal on a holding element of a second metal electrochemically nobler than the first metal to produce a phosphorus removing material. SOLUTION: When a phosphorus removing material 1 for removing a phosphorus component being one of causes of eutrophication contained in factory waste water, a first fibrous or tape-like metal 2 is, held on a holding element of a second metal 3 electrochemically nobler, than the first metal 2. As the holding element, a rod-shaped element or a needle-shaped element is used. For example, this phosphorus removing material is produced by inserting a fibrous web 2 composed of fibrous 100μm steel wool and having surface density of 2.5kg/m<2> and a thickness of 50mm in 250 stainless steel rod-shaped elements with a diameter of 3mm and a length of 50mm provided on a stainless steel plate 4 of 10cm<2> longitudinally and laterally at an interval of 6mm. The ratio between both of them is set to 1:1 in a surface area ratio (steel:stainless).
