PROBLEM TO BE SOLVED: To obtain the subject composition containing high content of a pro- penetrating glycol. SOLUTION: This composition contains 30-50wt.% of a pro-penetrating glycol (e.g. propylene glycol), 0.2-0.4wt.% of an emulsifying system and 0.0001-20wt.% of an active agent. The viscosity of this composition is brought to 3 Pa.s(3,000 cP)-10Pa.s(10,000cP) determined by Brookfield viscosimeter Model LVDVII + No.4 rotor at 25±3 deg.C at 30rpm for 30s. The emulsifying system contains an amphiphatic polymer, esp. olefinic unsaturated carboxylic acid type hydrophilic unit and 10-30C alkyl ester type hydrophobic unit. Thus, this composition affords a stable emulsion.
