PROBLEM TO BE SOLVED: To provide a sheet which is serviceable at a site, such as a walking space or a car passage by enhancing the durability of a light emitting material which is excellent in wear resistance and weatherability and which is capable of emergency-guide walking and driving under the guide of light emitting aggregates at night or during a power failure. SOLUTION: This optical guidance sheet uses an inorganic ceramic emitter which contains a light emitting material which exerts a light emitting characteristic under the irradiation of light and which is crushed into a small-particle aggregate 3 and mixes the aggregate 3 with a small particle non-slip aggregate 4, such as a hard ceramic or a stone material so that it may be fixed with the surface of a plastic sheet or a cloth with a bonding agent with the upper end exposed where a guide passage or a mark displayed by the layout of the light emitting material 3 can be visually confirmed.
