PROBLEM TO BE SOLVED: To obtain a treating agent of a coated surface capable of providing a protective polishing film having an improved durability, acid resistance, cleaner resistance and luster on the coated surface by emulsifying an oil component in a water-soluble resin coating material in the treating liquid by bringing the oil component into contact with a tourmaline mixture. SOLUTION: This treating agent of a coated surface is obtained by emulsifying an oil component in a coating material by bring a treating liquid containing a water-soluble resin coating material (preferably a cation polar polyorganosiloxane resin) into contact with a tourmaline mixture. The emulsifying treatment is preferably performed by bringing the treating liquid containing the water-soluble resin coating material into contact with the tourmaline mixture in a vessel while stirring. The tourmaline mixture is obtained by sufficiently mixing fine powders having each 3-10μm comprising 10-30wt.% fine powder of tourmaline raw ore with 90-70wt.% ceramic fine powder having high electric insulating properties such as alumina so that the directions of electric poles of the fine powder of the tourmaline raw ore may be at random, forming the mixture into granules by adding water thereto, and sintering the granules, and the sintered granules preferably have 2-6mm average particle diameters.
