PROBLEM TO BE SOLVED: To prevent a sound insulating wall from becoming dirty by forming a surface layer containing photocatalytic oxide particles, silicone and water- repellent fluororesin on the surface of a sound insulating basic material. SOLUTION: A sound insulating wall such as expressway, etc., is constructed by metal panel, precast concrete panel, etc. Coating composition constituted of photocatalytic oxide consisting of anatase-type titanium dioxide, zinc oxide, tin oxide, etc., precursor of silicone and water-repellent fluororesin such as polytetrafluoroethylene, polyhexafluopropropylene is compounded. Composition constituted of oxide, amorphous silica and fluororesin is compounded. One of two kinds of compositions is applied on the surface of the sound insulating wall, and preferably the thickness of a membrane is at most 0.4μm, and further preferably the surface layer at most 0.2μm is formed. By the constitution, since hydrophilic and hydrophobic adhesive matters do not adhere to the surface of the sound insulating wall, dirt can be prevented.
