PROBLEM TO BE SOLVED: To provide a moving vector detecting method and a moving vector detecting device low in power consumption, small in occupancy area and capable of detecting accurate moving search vector within a predetermined time. SOLUTION: Properties of data in a standard block or reference block (or reference area), i.e., the shape, size, and position of the reference area are determined according to a history of past moving vectors. This device is equipped with a moving vector observation unit 4 which adaptively change the shape, size or absolute position of the reference area according to the history of data of past moving vectors and a moving vector storage part 5; and the moving vectors observed by the moving vector observation unit 4 are stored in the moving vector storage part 5, the properties of the past moving vectors are evaluated, and according to the evaluation result, the shape, size, or absolute position of the reference area is changed to suppress the unnecessary operation that a conventional system has, power consumption resulting from the operation, and an increase in the area. |
