PROBLEM TO BE SOLVED: To provide an electrostatic charge image developer and a developing method by which an output image with high image density and high quality without fog can be stably obtd. for a long time without depending on the use environment. SOLUTION: A toner containing a binder resin and a coloring agent is used as an electrostatic charge image developer. In this toner, the fluctuation of chargesΩQ [μC/m<2> ] from the standard charges for the surface area of the toner satisfies 0<=ΔQ<=10. An electrostatic charge image is developed by an electrostatic charge image developing method which uses the developer above described to form a magnetic brush.
