PROBLEM TO BE SOLVED: To shorten the time needed for on-line handwritten character recognition without lowering the recognition rate. SOLUTION: After the size of ink data of one inputted character is normalized, a rectangular area containing the ink data is divided into small areas, e.g. 3×3 or 5×5 cells, and the ink data are applied to those cells (step 102). According to feature points of a specific stroke, e.g. a combination of which cell the start point and end point of a stroke almost in the center of the total number of strokes, a dictionary retrieval range for a recognition dictionary is narrowed down (step 103) and on the basis of feature quantities of the ink data, retrieval from the recognition dictionary is performed within the narrowed- down range to output candidate characters of handwritten character recognition (step 104).
