PROBLEM TO BE SOLVED: To avoid to decrease removing properties of pollution substance caused by water and to improve removing properties per unit area in an open air purification material using titanium dioxide. SOLUTION: Titanium dioxide is activated by forming an outer layer contg. titanium dioxide on the surface of a base material 1 provided with water- repellency and with a number of unevennesses 11 and emitting ultraviolet rays on the outer layer 2 to activate the titanium dioxide. As water-repellency is provided on the surface of the base material and even when water is sticked on the surface, it is rapidly eliminated, decrease in removing properties of pollution substance caused by water is suppressed. In addition, as the outer layer 2 contg. titanium dioxide is formed on the uneven 11 surface of the base material 1, contact area between pollution substances and titanium dioxide becomes relatively large and removing properties per unit area becomes high.
