PROBLEM TO BE SOLVED: To provide a data compression system which can compress data when an adjustment of a time code for obtaining a proper bit rate based on an instruction without any delay for an image which is high in difficulty is instructed. SOLUTION: A bit rate allocation part 14 allocates a bit rate for image data of one screen based on a mean bit rate inputted by a mean bit rate input part 13 and difficulty determined by a difficulty determination part 12 and when the assigned bit rate is larger, a time code adjustment part 16 adjusts the time code for image data of the one current input screen to a time code which is shifted forward by a specific quantity, and the time code is sent to an adjustment indication part 17 together with the allocated time code and stored in a memory 17a.
