PROBLEM TO BE SOLVED: To largely reduce bulky protrusions forming the cause of dropout by forming a film layer containing binder resin, inactive fine particles and a specified surface active agent. SOLUTION: Based on a solid content in a film layer B, the HLB value of one surface active agent X is 10-14, while the HLB value of the other surface active agent Y is 16-18.5. The surface active agent X and the surface active agent Y are used at the ratio of the average HLB value of 15-18 defined by the average HLB value = HLB(X)×P(X) + HLB(Y)×P(Y). P(X) represents the weight fraction of the surface active agent X (the weight fraction of the surface active agent X to the total weight of the surface active agent X and the surface active agent Y), while P(Y) represents the weight fraction of the surface active agent Y (the weight fraction of the surface active agent Y to the total weight of the surface active agent X and the surface active agent Y).
