A car speed control apparatus having a wiper working state detecting means detecting a wiper working state according to the operation of a wiper switch; a car speed detecting means detecting a car speed according to the output of an engine; an electronic control unit outputting an output when the input value is over the limit speed by comparing the pre-established wiper grade and the limit speed according to the grade with a detected value; and an actuator shutting the oil supply to the engine according to the output is disclosed. Thereby, it is possible to forcedly control car speed according to wiper switch in considering safe speed in rainy road.
