PROBLEM TO BE SOLVED: To determine an agent more suitable for a person frequently performing communication at a certain time point by selecting that person by calculating the quantity of communication by weighting items managed in a communication history. SOLUTION: The agent is extracted by calculating the quantity of communication corresponding to the contents of a communication history data base 41 stored for each person and separatedly determined weighting. This weighting is performed concerning two items of a communication date and media. The calculated quantity of communication is accumulated for each communication history until a communicating party is changed and when the communicating party is changed, it is saved in a save area. An agent list 43 is prepared in order from the most quantity of communication and when a designating means 11 is started, any communicating party is designated by displaying a designation picture. In order to confirm the state of the party after the party is designated, the designated person is reported to a state confirming means 46 of a server machine 40 and its answer is waited.
