<p>A toner layer forming device for use in a developing device of an electrophotographic apparatus which comprises a toner holding member (7) adapted to hold on surfaces thereof a non-magnetic toner containing a parting agent and rotate in a predetermined direction, a rotating toner layer regulating member (9) adapted to regulate a layer of the non-magnetic toner by rotating in a direction opposite to the rotating direction of the toner holding member (7) while a surface thereof contacts with the surface of the toner holding member (7), and a toner removing member (10) adapted to have a portion thereof contacting with a surface of the rotating toner layer regulating member (9) to scrape off the non-magnetic toner held on the rotating toner layer regulating member (9), thereby enabling removal of the toner on the rotating toner layer regulating member (9) to form a stable toner layer.</p> |
