Disclosed is an apparatus controlling and driving a electronic shutter of camcoder and a method thereof. The apparatus receives a brightness signal of an external luminous source around a camera and deciphers the frequency of the external luminous source from the brightness signal and controls by outputting a photo-electric conversion video signal of CCD through the timing control of a timing control signal by generating a timing control signal which controls the output timing of a filming video signal according to the frequency deciphered. Thereby, the oscillation and the brightness variation of filming picture by the external luminous source is prevented and the picture quality of the filming video signal is improved.
