The present invention relates to a video and audio bit stream multiplexer that multiplexes compressed video and audio bit stream. This multiplexer includes a video encoder (11) encoding an input dynamic picture signal to a video bit stream; an audio encoder (12) encoding an input audio signal to an audio bit stream; a first storing part (13) temporarily storing the video bit stream from the video encoder (11); a second storing part (14) temporarily storing the audio bit stream from the audio encoder (12); a video transmitter (15) transmitting the video bit stream from the first storing part (13) by packets; an audio transmitter (16) transmitting the audio bit stream from the second storing part (14); a third storing part (18) temporarily storing the video bit stream and audio bit stream; and a micom (17) controlling the operation of the video transmitter (15) and audio transmitter (16), and writing the packet header information into the third storing part (18).
